FHWA County Sequence. Counties are numbered in progressive order along the FHWA route from west to east or from south to north across the state. Each time the route crosses from one county to another county, the number increases. This means that a route can have more than one county sequence number in a given county if the route leaves that county and re-enters the county. State Segment Sequence- On secondary roads this field will be the Section number plus the Road number with leading zero's if applicable. Section 01 and Road Number 02 would be coded 0102. For primary, municipal, and institutional roads, the sequence numbers are used to progressively order road segments by route within a county. The sequence numbers begin at the west or south county line or at the beginning of the route. Breaks in road sections are made on a route at the following points: Intersections with other roads, Intersections with corporation lines, a change in function code, a change in type section, a change in interstate traveled way, interchange ramps, a section line, a change in rural-urban lines, change in surface type,surface width or should width, a traffic volume change, a change in FHWA route number, a change in the maintenance contract on primary roads, a parking change, a rating change of two or more points, a change in federal functional class. On institutional roads, the sequence numbers begin at the entrance to the institution or at the junction of another road in the institution and does no follow the west and south guidelines.
